the ohm number is the amount of resistance, where wattage is the amount of power the resistor is rated to handle. 5 OHM vs 10 OHM is only going to make your signals flash a little faster, which IMO is not all a bad thing.
he's correct in that statement.
you can change the speed of the flash with your ohm's. higher the ohms (resistance), the slower they will flash. so if you ever want to REALLY slow them down, go up to a 15ohm or little more (though that will be a fairly large sized resistor).
watts= power it can handle
ohms= how much your pushing back against it (just think of this as speed)
too much power than it can handle, burn baby burn. higher rated power capacity than your going to put on it, overkill but won't hurt anything
